Richard Ross, Development Associate
Richard Ross joined the staff in March of 2003. Prior experience
includes nearly three years as a Program Administrator for the Virginia
Department of Housing and Community Development and an Instructor
for the Virginia Housing Training Center. His work included review
and certification of Community Development Housing Organizations
(CHDOs), analyzing grant and loan applications, overseeing HOME
funded programs and providing classroom training and on-site technical
assistance. He has written manuals and conducted workshops on housing
development, strategic planning, financial control, and audit guides.
Mr. Ross also has experience as a manager with a not for profit
agency that built over 300 apartment units, conducted a home ownership
program, repaired over 60 houses, provided consulting services and
grant writing assistance to other agencies. He has been a key person
in obtaining over 20 million dollars of LIHTC, nearly a million
dollars of FHLB funding, as well as several million dollars of funding
directly from HUD, historic tax credits, local governments, and
lenders. One of his projects was awarded the "Community Partnership
Award" from the FHLB for being one of the nations best examples
of bringing together community resources including money and services.
Mr. Ross is a graduate of Ball State University.
