Arcelia Wicker, Sr., Senior Housing Specialist
Arcelia Wicker joined our staff in 2001 with over twenty years of
administrative and management experience working with City Councils,
Boards, Commissions and nonprofit housing organizations in comprehensive
planning, community, economic, and housing development. Mr. Wicker
was the main architect of a comprehensive planning effort for the
City of Wilmington, which focused on land use, transportation, historic
preservation, zoning administration, community and economic development.
The plan was selected by the US Department of Housing and Urban
Development as a model and guide for other similar sized entitlement
cities. Mr. Wicker has also administered and managed million dollar
CDBG and HOME Program grants and organized the first two Community
Housing Development Organizations (CHDO) for the City of Wilmington.
Mr. Wicker served ten years on the Board of Directors of a non-profit
housing organization which developed twenty-eight housing units
for the elderly, forty rental units for families involved in family
self-sufficiency and a twenty-eight unit single family subdivision
for first time homebuyers. Following his semi-retirement from the
public sector, Mr. Wicker joined the NC Department of Commerce in
the wake of Hurricane Floyd to establish twenty-eight Housing Assistance
Recovery Centers in eastern N.C. counties where the greatest hurricane
damage occurred. Mr. Wicker is an experienced administrator and
manager with a variety of experience working with government and
non-profit organizations at all levels. He has a B.A. in Economics
from Johnson C. Smith University and a Masters in Community Planning
from the University of Rhode Island. He is a licensed Real Estate
Agent.
